Trying to force city locations into your head will be hard enough, let alone memorizing their names (for foreign maps, obviously).

Instead of focusing on the locations, focus on the actual map instead. Try and replicate the map, by drawing it. You'll automatically associate the city names to parts of the map, which I feel helps enormously. Not only with memorizing the city locations but names as well. By the time you can draw the map, you'll already have memorized the locations.

Not only does it make map study easier, but just a little more fun as well.
 
You can also divide the map into sectors. Then connect the city locations in the map with a line. Using the abbreviations, you can form an acronym or a word formed from the initials of the locations on the string. Each sector should have its acronym. This will make memorization easy.

Small quizzes of different geographic locations are the most effective way to learn them. For example you could give quizzes on the southeast states of the United States then do one on the northeast and so forth. For smaller regions you could combine to make a quiz i.e. Central America.
 
I think the first thing to do is owning a map which I suggest wall map than the globe once, then take it continent by continent, it will be much easier if you start with your continent then lastly island. That's all.
 
the best way to memories a map is to get lost, and i'm not even joking, I hated reading maps while traveling until I got lost in the most confusing city in the west of morocco, I kept turning around the same spot for hours and each time ending up facing the same wall, no phone no one to ask around, that's the way you learn to appreciate a map, since that day it only takes me a couple of minutes to remember the main streets and the land mark of the place i'm in then the rest is just a piece of cake.
 
It is great to use abbreviations or mnemonics in memorizing cities or maps. You could also try to think about something significant about that certain city and use it as a leverage in memorizing it.
