English Best ways for kids to learn a foreign language?

We are hoping our kids can master a conversational level of another language by adulthood. They are both taking language classes at school and those classes meet twice a week but they are pretty short classes. What are some of the best strategies for teaching kids (under age 10) a foreign language? Is it best to focus on building up vocabulary only and save conversation until kids are older? When is the best time to introduce verb tenses and conjugation? In the US, that normally happens in high school (around age 13/14) but is is possible for kids to learn this sooner?
 
Find a version of the children's favorite movies, tv shows, or songs that are dubbed in the language they are learning. Also, find someone who speaks that language to talk to them and they can practice on. That is how I learned American Sign Language.
 
What sort of language would you like your kids to learn? Maybe you can start by introducing to them Japanese animations or Spanish kiddie shows. Many kids like Naruto and Yugi-Oh though they don't really understand the language these animes originated from. You can also opt to let them watch translated versions of your local shows. Once they can utter particular words or phrases, expose them to formal language school.
 
Exposure, repetition, and engagement - expose them at an early age to all kinds of language, make sure to expose them frequently to sources of that language, and encourage them to take an active stand in learning it, such as making their own poems or songs or stories.

These are good tips and effective too but the best is talking with kids in the language you wish to teach them. Talking and then teaching them the writing part makes them fluent. I know if a 2 year old child who speaks 3 languages fluently and is kearning the 4th and is yet to join nursery school!
 
Teaching a child a foreign language is making himself prepared and ready for that matter. Particularly English language. I am a Filipino and English language is one of our classroom instruction used. We consider it as the second language. Our students could easy learn that language by exposing themselves to the basic or common conversational language. And it is another instruction of making them a good writer. To make them skillful in learning a foreign language, we expose them to the basic teaching method like Writing, the Reading, and the Conversation.

My оpiniоn is thаt whоеvеr tаlks tо thе сhild shоuld bе а nаtivе spеаkеr, bесаusе аt thаt аgе lеаrning is mоrе еmоtiоnаl.
If thе сhild pеrсеivеs thе lаnguаgе аs "fаkе" (nоt соnvеying еmоtiоns), оr thеrе is nо intеrасtiоn (pаssivе еxpоsurе tо TV, еtс), lаnguаgе асquisitiоn mаy nоt bе аs еffесtivе, if аt аll.
 
I think it is not a "fake" language as what the kids learned from the TV, while they are observing how the people are talking in an English medium of conversation. I am referring to the actual exchange of talk, conversation taking place in the TV as portrayed or performed by the actors or the TV hosts. You think it is passive because the children are merely listening to the talk of every TV anchor, TV actors, or whoever is talking in the TV show or movie. I may agree with that is passive for the kids are merely observing it. But once they are imitating it, they are putting to use of what language they have listened, they have heard. There is, therefore, learning has taken place. Isn't it? Either it is "fake" or real language that is personally used by the kids, learning still does exist.
